<p>President Obama's Health Insurance Bill</p>
<p>President Obama Releases <a href="http://affordablehealthcare.org/tag/new-health-care/"   rel="tag" >New Health Care</a> Proposal in Time for Health Summit: On Monday February 22, 2010, White House officials unveiled a new <a href="http://affordablehealthcare.org/tag/health-insurance-reform/"   rel="tag" >health insurance reform</a> overhaul that builds on the Senate version passed last Christmas Eve, with some changes aimed at pleasing House Democrats who had concerns with the Senate bill. The President's proposal does not include the public option, despite the hopes of Senate Democrats, due to White House concerns that the provision will hinder passage in the Senate. President Obama ignored requests by Republicans to scratch the Democratic plan and start over. As such, Republican leaders questioned Democratic motives and labeled the bill as a massive government takeover of America's health care system.</p>
<p>Republicans Insist House Democrats Don't Have the Votes to Pass Legislation: Minority Whip Eric Cantor (R-VA) announced on Wednesday that Democrats don't have the necessary votes to pass the President's proposal in the House because of three new House vacancies and lagging support among some moderate Democrats. At issue for some Democrats are weaker abortion provisions in the President's proposal as well as the ongoing controversy over passing a bill by a simple majority, a process known as reconciliation.</p>
<p>Health Care Summit Preview</p>
<p>On Thursday, the President's Health Care Summit began at 10:00 a.m. with opening comments from the President, followed by remarks from both Republicans and Democrats. The discussion centered on four themes: controlling health care costs, overhauling the insurance market, reducing the deficit and expanding insurance coverage. Prior to Thursday, several top Republicans and some Democrats stated that expectations were extremely low for the Summit's success.</p>
<p>House Republicans arrived armed with their own version of a health care bill that encourages small businesses to join together to buy insurance, gives federal money to states to run high-risk pools for those unable to obtain private insurance and limits damages in medical malpractice lawsuits. The Republican plan would cost $61 billion and cover three million people over ten years. In contrast, President Obama contends his plan would cost $950 billion and cover 30 million people over the same time period. However, officials at the Congressional Budget Office (CBO) indicated they would not be able to officially score the President's proposal with just a summary - that legislative language is needed.</p>

<p>Additional Activities</p>
<p>WellPoint Executives Defend Premium Increases: On Wednesday, the House Energy and Commerce Subcommittee on Oversight and Investigations held a hearing to examine the proposed health insurance premium increases by Anthem Blue Cross in California. Anthem, a WellPoint subsidiary, recently informed subscribers in California that premiums for individual insurance policies would be raised an average of 25 percent, with some rates going up as much as 39 percent. Angela Braly, president of WellPoint , said the premium increases were justified by soaring medical costs, and that pending legislation could make the problem worse, driving up costs further for young, healthy people. </p>
<p>'Raising our premiums was not something we wanted to do,' Ms. Braly said . 'But we believe this was the most prudent choice, given the rising cost of care and the problems caused by many younger and healthier policyholders dropping or reducing their coverage during tough economic times. By law, premiums must be reasonable in relationship to benefits provided, which means they need to reflect the known and anticipated costs they will cover.'</p>
<p>In Sacramento , Leslie Margolin, president of Anthem Blue Cross in California, also testified before lawmakers, joined by vice president and general manager James Oatman. The focus of that hearing was also the proposed premium increase for California members in the individual market, with company executives pointing to the current economic climate and rising health care costs as reasons for the rate hikes. </p>
<p>U.S. House of Representatives Repeals Antitrust Exemption from Health Insurance Companies: On Wednesday, the House of Representatives voted 406-19 in favor of repealing a 65-year-old antitrust exemption from health insurance companies. Democrats said the repeal would lead to increased scrutiny of the industry. Yet, the non-partisan Congressional Budget Office said last year that repealing the exemption would not significantly reduce premiums because states already investigate health insurance companies.</p>
<p>In addition, industry executives pointed out that legislation could further hinder competition and the ability to share information to improve health care quality. 'Health insurance is one of the most regulated industries in America at both the federal and the state levels,' said Karen Ignani, president and chief executive of America's Health Insurance Plans (AHIP). 'The real focus should be on addressing the rising cost of medical care, which is putting an unsustainable burden on families, employers and the federal budget,' she said.</p>
<p>Public Opinion</p>
<p>Polling Suggest Health Care Reform is Still Key to Economic Recovery: Recent polling on health care reform shows mixed reaction among the public over the proposed legislation. According to a recent CNN poll, 48 percent of those questioned said lawmakers should work on an entirely new bill and 25 percent felt that Congress should stop work on health care reform altogether.</p>
<p>According to the monthly poll from the nonpartisan Robert Wood Johnson Foundation, 75 percent of Americans still think it's important that Obama include health care reform in addressing the nation's economic crisis, while many still harbor doubts about the legislation.</p>
<p>When asked how health care legislation relates to their economic situation:</p>
<p> * Nearly 31 percent said they thought the Democratic bills would make their personal financial situation worse, compared with 10 percent who said it would improve their family budgets.<br /> * Forty-two percent said the nation's fiscal condition would suffer because of the legislation, compared with 26 percent who said it would get better.<br /> * Americans were divided on whether the Democrats' approach would improve overall access to health care around the country, with 35 percent saying it would and nearly that many disagreeing.</p>
<p>Health Insurance Coverage Varies Widely Based on Age: Coming just before the President's Summit on Health Care Reform, a newly released Gallup Poll reinforces the wide degree of variability in health insurance coverage across U.S. population segments, especially when it comes to age. Eighty-four percent of 18-year-olds have health insurance, most likely because they are still covered under their parents' policies. By age 22, health insurance coverage reaches its lowest point, with just 66 percent maintaining coverage. From age 22 on, the percentage of Americans with health insurance begins to climb, albeit slowly, reaching the 95 percent level at age 65 when Medicare becomes an option.</p>
<p>Looking Ahead </p>
<p>Legislators need to determine next steps for health care legislation coming out of the President's Health Care Reform Summit. On Wednesday, Department of Health and Human Services Secretary Kathleen Sebelius invited executives from the top five insurance companies to meet at HHS to discuss their companies' insurance premiums.</p>

			<content:encoded><![CDATA[<p></p><div>The creation of a California health insurance exchange is moving ahead, and many hope that it will not only make coverage more affordable, but also make it easier to understand. Consumers need a lot of information about what policies do and don't cover.</p>
<p>An exchange is a marketplace where individuals and small business firms can shop and compare different California health insurance plans online. Plans will be standardized; every plan sold by insurance companies will offer the same benefits to make it easier for consumers to shop for health insurance. Consumers will simply focus on the cost and quality of the <a href="http://affordablehealthcare.org/tag/health-insurance-plan/"   rel="tag" >health insurance plan</a> when doing comparison shopping. It's designed to make it easier than the complicated fine print we now should read, but can't always understand.</p>
<p>Why Would A California Health Insurance Exchange Be Controversial?</p>
<p>Like almost everything else, state-based exchanges are enmeshed in politics. In California and other states, lawmakers have agreed to adopt the legislation in setting up exchanges, but many Republican governors are fighting the exchanges. Some governors even refuse to implement any part of the health care reform, such as in Florida.</p>
<p>California, Florida and Texas contribute 40 percent of the 4.3 million uninsured children in the country and lack of coverage hurts the adults in these states, as well. The California health insurance exchange can give the public a better chance to get affordable CA health insurance plans. However, some insurance experts predict that healthy individuals will opt out from the exchanges if they are not well planned. That would leave insurance companies insuring sicker people, which typically drives up CA health insurance plan premiums.</p>
<p>When Will The California Health Insurance Exchange Be Ready?</p>
<p>The new health insurance marketplace is required to be fully functional on January 1, 2014. By that date, all states are expected to have set up their state-based exchange. If they fail to do so, the federal government will run an exchange for that state.</p>
<p>The CA exchange will initially be open only for individuals buying their own CA health insurance and for small businesses looking for plans to cover employees. Most U.S. citizens will still get health coverage through their jobs, but there are millions of people who don't have that choice. For better or worse, immigrants without documents will be barred from buying health insurance through the exchanges. Since many illegal immigrants work in food production in the U.S., keeping them healthy sounds like it would be extremely important.</p>
<p>Congressional members and staff will be required to buy health insurance for California through the exchange, but other federal employees can get health care coverage outside the exchange. Among the public, 11.5 million U.S. citizens are expected to use the exchanges in 2014, and the Congressional Budget Office estimates that will double in 2018.</p>
<p>How Much Will California Health Insurance Plans Cost?</p>
<p>Since there are four <a href="http://affordablehealthcare.org/tag/different-types/"   rel="tag" >different types</a> of plan offered, premiums will vary depending on the level of benefits and your location. There will be a choice of bronze, silver, gold and platinum plans, and all plans will incorporate certain safeguards. For example, insurance companies will not allowed to charge premiums based on your gender or your health status. However, insurers may increase rates based on age. Seniors could be charged triple the rate for young adults.</p>
<p>The Obama administration has said there will be a set of "essential benefits" in every CA health insurance plan sold through the exchange. The benefits are still being worked out, but will definitely include coverage for services such as emergency care, prescription drugs, hospital care, lab services, maternity care and pediatric care.</p>

This program is expected to create an online health insurance marketplace where people can instantly shop for different Florida health insurance plans. After three years of lengthy delays, it appears that the program will finally come to fruition thanks, in part, to a boost from Gov. Rick Scott.</p>
<p>When Will This Online Florida Health Insurance Exchange Be Ready?</p>
<p>Gov. Scott has already signed two bills, HB 1473 and HB 1125, which will help with the implementation of the program. According to Chief Executive Officer Rose Naff, the Florida Health Choices program might be ready this summer, but a specific start date still isn't known. </p>
<p>HB 1473 will provide public-records exemptions, which Naff says is important to protect consumers' confidential information. HB 1125 is necessary to give large employers a chance to participae in the program by eliminating the restriction that Florida Health Choices can only be used by small businesses with 50 or fewer employees. Naff added that large employers will still need to get approval from the Florida Health Choices board of directors to participate because he says, "Our target is still going to be businesses at 50 and smaller."</p>
<p>Online Florida Health Insurance Market Generates Pro And Con Opinions</p>
<p>There is still a lot of apprehension and skepticism about the new program. U.S. Sen. Marco Rubio says the basic idea of having this online market for FL health insurance is to make shopping for various types of Florida health insurance coverage easier to navigate than the traditional system has been. </p>
<p>Businesses that sign up for the program are expected to have a broader range of choice under the online marketplace than was previously available. Initially, <a href="http://affordablehealthcare.org/tag/coverage-options/"   rel="tag" >coverage options</a> will only be provided by established insurance companies. In the long run, the program is also expected to allow hospitals and clinics to sell specific types of services through the online marketplace.</p>

She added that implementing Florida Health Choices when the state health insurance exchange is coming in 2014 doesn't make much sense. The state-based FL health insurance exchange of 2014 will have stricter coverage requirements based on the federal mandate than Florida Health Choices has, so employees may be better served by the 2014 exchange.</p>

<p>Neither of these options are yet available, but Florida has many residents in desperate need of Florida health insurance. 			<content:encoded><![CDATA[<p></p><div>The mandate to buy Florida <a href="http://affordablehealthcare.org/tag/health-insurance/"   rel="tag" >health insurance</a> is being challenged in court, and politicians continue the public debate in the media, but are these the professionals in the best position to make such a decision?  What are physicians saying about the requirement for most people to maintain <a href="http://affordablehealthcare.org/tag/health-care/"   rel="tag" >health care</a> coverage?</p>
<p>In an article published in the Journal of the American Medical Association, physicians say that the FL health insurance mandate and a similar mandate for every state is the only way to expand health care access to the public and keep <a href="http://affordablehealthcare.org/tag/health-care-costs/"   rel="tag" >health care costs</a> from increasing. According to Dr. Edward Miller, dean and CEO of Johns Hopkins University School of Medicine, policymakers and as well as the judiciary should never lose sight of the patients. The overall health and wellness of patients greatly depends on access to health care. Dr. Miller also says it is very necessary to straighten out the system, and the Florida health care mandate is one key to do that.</p>
<p>Miller views the mandate as being critical to halt "free riding" where people who can't afford Fl health insurance coverage, or even those who can and prefer someone else pay for their care, stop shifting the cost of their health care to someone else. Unpaid medical bills are sometimes mitigated by raising prices for those who are insured. When insurers pay higher prices, they pass the increase in costs back to policyholders in the form of higher premiums. It's a vicious and apparently unending cycle, but spreading the cost equally across society may be the only way to help. It's how all other developed nations are doing it.</p>
<p>Since trying to ignore that people who can't afford to see a doctor for low-cost preventive care end up in the emergency room for the most expensive form of health care hasn't worked for decades, physiciana just might have a point. In a report by the Department of Health and Human Resources, uncompensated health care in the U.S. is up to approximately $73 billion, which has resulted in an annual $1,000 increase in health insurance premiums. Miller said that the mandate can reduce the uncompensated care level and reduce passing the costs to those of us buying FL health insurance coverage.</p>
<p>Florida Health Insurance Went To The United States District Court</p>
<p>Judge Roger Vinson from the United States District Court for the Northern District of Florida ruled that the mandate to get health insurance is an "unwarranted intrusion" into the choices made by the people, so why are physicians saying it is warranted? </p>
<p>Since the courts are looking into the constitutionality of the mandate, why not look at Amendment 8. Among the first 10 amendments, commonly called the Bill of Rights, the Eighth Amendment says, "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted." What's that got to do with health care or health insurance?</p>
<p>Research published in the American Journal of Public Health estimates that 45,000 people die prematurely each year in the United States because they don't have health insurance. Dr. David Himmelstein is an associate professor of medicine at Harvard Medical School and one the study's authors. He says not having health insurance, "means you're at mortal risk." How many died from lack of Florida health insurance? </p>
<p>The researchers concluded that no health insurance is equivalent to capital punishment after investigating government health surveys from more than 9,000 people between the ages of 17 and 64. Originally, they reviewed survey data from 1986 to 1994 and later followed up with surveys from 1994 through 2000. The data revealed that U.S. citizens who lack health insurance, not convicted criminals, have a 40 percent higher risk of death than people who have health insurance. Is that cruel and unusual punishment inflicted on people never convicted of any crime? </p>
<p>When the scientists looked at 2005 census data, they calculated that 44,789 people's deaths were linked to a lack of health insurance. Since no one lives in a vacuum, a lot more than 44,789 people per year have been forever punished. Consider just one story from CNN Health about a freelance cameraman who didn't have health insurance. </p>

With nurses spending more time with patients than in the workstations, it is unavoidable that there would sometimes be a delay in getting information from the nurse to other <a href="http://affordablehealthcare.org/tag/health-care-providers/"   rel="tag" >health care providers</a>. According to Myra Davis, the vice president of the information services at Texas Children's Hospital (TCH), they are having trouble establishing an effective communication system. Since TCH understood how important communication can be, they started using the popular Apple iPhone to help.</p>
<p>TCH placed a community charging station where nurses get an iPhone at the start of every shift. Nurses need to update their work status whether they are busy or available. To inform the physicians about the current condition of the patient, they only need to send a text message. The alarm management system installed in the iPhone automatically prioritizes and delivers critical care alerts. It will also send a message if someone tries to text a user who is offline.</p>
<p>According to Davis, rules were given to prevent nurses from being flooded with alerts because that could desensitize them resulting in reduced effectiveness. The alerts need to be based on the severity of the case and what type of health care is required. They will only receive alerts that are pertinent to them based on the degree of severity. Davis hopes that this new project will result in faster and more effective communication so that patients will receive better health care.</p>
<p>While some of the life-and-death choices like how to relay critical information may be out of your hands as a patient, the life and debt choices are yours to make. Just as miscommunication in health care can be a matter of life and death, not realizing the limits of your Texas health insurance coverage can result in major medical debt. </p>
<p>Tx health insurance plans come with a complicated mix of co-insurance, co-payments, one or more deductibles and sometimes multiple exclusions and limits. Not taking the limits of your coverage into account or not recognizing what may be excluded under your TX <a href="http://affordablehealthcare.org/tag/health-insurance-plan/"   rel="tag" >health insurance plan</a> can leave you with a mountain of unexpected debt. Take the deductible, for instance. </p>
<p>A deductible is the amount of money that you have to pay out-of-pocket before your health insurance coverage starts. Basically this is an annual amount that you need to be spend on health care in a given year before your coverage starts. This year, states that didn't get a waiver allowing them to delay meeting federal health care reform standards, offer plans that pay for preventive health care without charging anything beyond the premium. That means it doesn't matter what the plan's deductible is. You can get free preventive care before the deductible is met as long as you use a provider within the plans' provider network.</p>
<p>For services beyond preventive care, you still need to meet the plans' deductible before coverage begins. And, that's where you could really get into trouble if you don't clarify how the deductible is being applied. One family, for example, believed their plan had a $5,000 deductible, but they could have ended up spending four times that amount to meet the plan's deductible. It was actually per person rather than per year. A couple with two children could, in a very bad year, need to spend $5,000 per family member before coverage was available for services beyond preventive health care.</p>
<p>Even after the deductibe has been met, you could still have out-of-pocket costs. Co-insurance is the amount of a medical claim that you need to pay if your coverage is less than 100 percent. For instance, it is common for Texas health insurance policies to have an 80/20 split, but other splits exist, like 70/30. Depending on your TX health insurance policy, you may have to pay for a percentage of charges after you've spent enough to cover the deductible. </p>
<p>Not all policies are created equal, at least until the Texas <a href="http://affordablehealthcare.org/tag/health-insurance-exchange/"   rel="tag" >health insurance exchange</a> is available in 2014. At that time, plans will be more standardized to help the public figure out what they're buying. Right now, you still need to watch out for exclusions and limits on benefits. For example, a policy with a $500 limit on hospital expenses per day would surely be a ticket to bankruptcy for many people in the event they needed prolonged hospital care. Until the state exchange is available, it might be a good idea to get a second on any policy that looks good on the surface. Unlike company insurance agents, independent health insurance brokers can compare policies from different Texas health insurance companies. Looking them up online may be your best bet to get help comparing your coverage options.</p>
